Applying for Your First Civil ID — Step by Step
Your employer or sponsor applies on your behalf via PACI eServices. You cannot walk in and apply directly — the application must be submitted online first.
🆕 First Civil ID Application Process
- 1Apply within 30 days of receiving your residency sticker (iqama) in your passport. Fines apply for late applications.
- 2Your employer/sponsor submits the application online via PACI eServices (eservices.paci.gov.kw) with your documents. You cannot submit this yourself.
- 3PACI sends an appointment notification — either via SMS or through the Sahel app — with your biometric enrollment date, time and PACI office location.
- 4Attend your assigned PACI office at the given time. Bring your original passport. Your fingerprints and photo are taken (biometric enrollment). The process takes approximately 10–15 minutes.
- 5Check your Civil ID status daily at paci.gov.kw or via Sahel app → My Data → PACI card status.
- 6When status shows "Ready for Collection", visit your PACI office with your original passport. Sign for the card and collect. Do not send someone else — you must collect in person.

Renewing Your Kuwait Civil ID — 2026 Guide
Your Civil ID expiry must always match your residency (iqama) expiry date. When your iqama is renewed, your Civil ID must be renewed at the same time or immediately after.
🔄 Civil ID Renewal Process
- 1Your employer renews your iqama (residency) via MOI eServices first. Civil ID renewal cannot happen before iqama renewal.
- 2Employer submits Civil ID renewal via PACI eServices with your updated iqama details.
- 3If your biometrics are more than 5 years old, you will be required to attend a new biometric appointment at PACI.
- 4Check status at paci.gov.kw. Collect new card when status shows Ready for Collection.
⚠️Do not let your Civil ID expire. An expired Civil ID can cause issues opening bank accounts, renewing your driving license, using government services and even checking into some hotels. Renew it the same week as your iqama renewal.
Lost or Damaged Civil ID — What to Do

Frequently Asked Questions
How do I check my Kuwait Civil ID status online?▾
Check at paci.gov.kw — go to eServices then Civil ID Status Check and enter your 12-digit Civil ID number. You can also check via Sahel app under My Data then PACI card status. When the status shows "Ready for Collection", visit your PACI office with your original passport to collect it.
How long does Kuwait Civil ID take in 2026?▾
Processing typically takes 3 to 7 working days after your biometric enrollment at PACI. During busy periods such as Ramadan or summer, it can take up to 2 weeks. Check the status daily at paci.gov.kw — do not visit the office until the status clearly shows "Ready for Collection".
What is the 30-day deadline for Civil ID?▾
You must apply for your Kuwait Civil ID within 30 days of receiving your residency sticker (iqama) in your passport. Missing this deadline may result in fines. Your employer or sponsor is responsible for submitting the application via PACI eServices within this window.
What do I do if I lose my Kuwait Civil ID?▾
Report the loss to the nearest police station and get a police report. Then visit a PACI office with your passport, residency sticker, police report and 2 photos. Pay the KD 2 replacement fee and complete the application. The replacement takes 3 to 7 working days — same as a new card.
Can I collect my Civil ID for someone else?▾
No. You must collect your Kuwait Civil ID in person with your original passport. PACI does not allow someone else to collect your card on your behalf. Ensure your passport is valid and matches the name on the Civil ID application.
When do I need to renew my Kuwait Civil ID?▾
Your Civil ID expiry matches your iqama (residency) expiry. When your employer renews your iqama, your Civil ID must be renewed at the same time. Do not let it expire — an expired Civil ID blocks banking, government services, driving license renewal and more.
What are PACI office working hours in Kuwait?▾
All PACI offices operate Sunday to Thursday, 7:30am to 2:30pm. They are closed on Fridays, Saturdays and Kuwait public holidays. During Ramadan, hours are typically reduced to 8:00am to 1:00pm — always verify at paci.gov.kw before visiting.
What is the Kuwait Civil ID number format?▾
The Kuwait Civil ID number is 12 digits. For expats it typically starts with 2 or 3. For Kuwaiti nationals it starts with 1. The number is used for all government services, banking, traffic violations, Sahel app login and is required for virtually every official transaction in Kuwait.
