New Residency Application — Step by Step
Your employer or sponsor handles the application on your behalf via MOI eServices. You cannot apply directly. Here is the full process:
🆕 Applying for a New Kuwait Residency Permit
- 1Enter Kuwait on a valid single-entry work visa arranged by your employer. Do not enter on a visit visa and attempt to convert — this is no longer permitted.
- 2Your employer/PRO submits the residency application via MOI eServices (eservices.moi.gov.kw) within 30 days of your arrival.
- 3Attend a medical fitness test at a MOI-approved medical center. Tests include blood group, HIV, Hepatitis B/C, and chest X-ray. Results are sent electronically to MOI.
- 4Book a biometric appointment (fingerprints + photo) via Sahel app → Appointments → Ministry of Interior → Biometric. Arrive 10 minutes early with your passport.
- 5MOI processes the application — typically 2 to 6 weeks. Track status via Sahel app or MOI eServices.
- 6Collect your residency sticker pasted into your passport from the MOI office or authorized collection point.
- 7Apply for your Civil ID at PACI (paci.gov.kw) within 30 days of receiving the residency sticker. This is mandatory.

- 2Your employer/PRO initiates renewal via MOI eServices ideally 30–60 days before expiry date.
- 3If it has been more than 5 years since your last biometric, you will need a new biometric appointment via Sahel app.

The 6-Month Rule — What Expats Must Know
This is one of the most important rules for Kuwait expats and one of the most commonly misunderstood.
The Rule: Staying outside Kuwait for more than 6 consecutive months without prior MOI approval causes your residency to lapse automatically — even if it has not expired on paper.
Who is Exempt from the 6-Month Rule?
- Article 21 investors and business owners
- Property owners in Kuwait (with valid title deed)
- Children of Kuwaiti mothers
- Anyone with written MOI approval before traveling
- Certain government employees
⚠️If you plan to be outside Kuwait for more than 6 months, get written approval from MOI before you travel. Your employer or PRO must apply on your behalf.

Can I change employers without losing my Kuwait residency?▾
Yes, but you must transfer your residency sponsorship to the new employer. This is called a residency transfer (naqal kafala). Your new employer initiates this via MOI eServices. Some transfers require your current employer's consent — check your contract and Kuwait Labor Law for your specific situation. Never leave your employer without ensuring the transfer is complete.
