How to Apply for a New Driving License
From first application to card collection — typically 4 to 8 weeks end-to-end.
- 1Confirm you meet all eligibility requirements above (salary on work permit, degree, 2-year residency, age). If exempt, gather your supporting documents.
- 2Apply via MOI eServices (eservices.moi.gov.kw) or visit your governorate's Traffic Department (Muroor) directly.
- 3Submit all documents and pay the application fee. Receive your Driving Education Permit — this is not a license yet; it allows you to attend driving school.
- 4Pass a medical fitness test (vision + physical examination) at a MOI-approved medical centre. Get your blood type certificate if you don't have one.
- 5Complete theory training at an approved driving school. Pass the QMC computer theory test (40 questions, must score 30/40 or above).
- 6Book and pass the practical driving test via MOI eServices or at the Traffic Department. If you fail, you may re-book after 48 hours.
- 7Pay the license issuance fee plus KD 10 card printing fee online or at the cashier.
- 8Collect your license from the Traffic Department or a designated kiosk. Validity: 5 years from issue date.
If claiming an exemption, add the relevant proof document (medical license, press card, judicial appointment, etc.).
Renewing Your Existing License
- 1Ensure your iqama is valid — license renewal is blocked on an expired residency. Renew your iqama first if needed.
- 2Clear any outstanding traffic fines — unpaid fines block all government transactions including renewals.
- 3Renew online via Sahel app → MOI Services → Traffic → Renew Driving License, or at eservices.moi.gov.kw.
- 4Pay the KD 10 renewal fee online. License renewed for 5 years from renewal date.
- 5Collect renewed license from the Traffic Department or authorised kiosk.

More Driving License Questions
💰What happens if my salary drops below KD 600 after getting a Kuwait driving license?
▾
Your existing license remains valid until its expiry date (5 years for expats). However, when you go to renew, MOI may check your current work permit salary. If it now shows below KD 600 and you are not in an exempt profession, your renewal could be rejected.
This also applies if you change employers — your new work permit salary is what MOI checks, not your old one. If your new employer lists KD 400 on the work permit even though you actually earn more, your renewal will be blocked.
What to do: Ask your HR department to issue or correct your work permit to reflect your actual salary before your license expiry date. Renewal via Sahel app or MOI eServices will automatically verify your current work permit data.
🌍Can I convert my home country driving license to a Kuwait license?
▾
It depends on your nationality. GCC nationals and citizens of certain countries (typically Western nations including USA, UK, Canada, Australia, EU members, Japan, South Korea) may directly exchange their valid home license for a Kuwait license without taking the full driving test — usually only a vision test is required.
Expats from India, Philippines, Pakistan, Bangladesh, Egypt, Sri Lanka and most other Asian/African countries must complete the full process: medical test, theory training, QMC computer test, and practical driving test. Your home license is not directly transferable.
The approved country list can change — check with the General Traffic Department or call MOI at 1800444 before applying.
📋How many times can I fail the Kuwait driving test before being blocked?
▾
There is no official limit on the number of attempts for the practical driving test. You can re-book after 48 hours if you fail. However, after multiple failures (typically 3–4 times), you may be required to complete additional training hours at an approved driving school before re-attempting.
For the QMC theory test, there is also no hard limit — but you need to score 30 out of 40 to pass. If you fail, you can retake it after a waiting period (usually 48 hours). Practice with our Driving Test Q&A (50 questions) before going.
