Residency Permit (Iqama) — Full Guide
Kuwait residency (Iqama) is issued by the Ministry of Interior (MOI). All expats must hold a valid residency permit at all times.
- 1Enter Kuwait on a valid work visa arranged by your employer.
- 2Employer submits residency application to MOI eServices (eservices.moi.gov.kw) with required documents.
- 3Attend a medical fitness test at an approved center — includes blood tests and chest X-ray.
- 4Book and attend biometric appointment via Sahel app or MOI eServices.
- 5Collect your residency sticker (pasted in passport). Apply for Civil ID within 30 days.
- 1Check your iqama expiry via Sahel app → My Data → Residency.
- 2Your employer/PRO initiates renewal via MOI eServices ideally 30–60 days before expiry.
- 3Attend a new biometric appointment if it has been more than 5 years.
- 4Pay renewal fee and collect updated residency sticker.
- 5Renew your Civil ID at PACI immediately after — it must match residency expiry.
- 1Minimum salary of KD 800/month required to sponsor spouse and children. Certain professions are exempt — check with your PRO.
- 2Apply via MOI eServices for a family visit visa (KD 10/month, max 1 year), then convert to family residency on arrival.
- 3Submit attested marriage certificate (home country Embassy → Kuwait Embassy). For children: attested birth certificate.
- 4Each family member requires health insurance before the iqama is processed.
Civil ID (PACI) — Apply, Renew & Check
Civil ID (Bitaqa Al-Madaniya) is your most important document in Kuwait. Issued by PACI — required for banking, driving, and virtually everything.
- 1Apply within 30 days of receiving your residency sticker. Late applications may incur fines.
- 2Your employer/sponsor applies on your behalf via PACI eServices with your passport, iqama sticker and photos.
- 3Attend a PACI office for biometric enrollment (fingerprint + photo). Book via Sahel app → PACI services.
- 4Collect Civil ID when status shows "Ready for Collection" on paci.gov.kw or Sahel.
- 1Visit paci.gov.kw → Civil ID Status Check
- 2Enter your 12-digit Civil ID number from your old card or application receipt
- 3Or open Sahel app → Data section → PACI card status
- 4If status shows "Ready for Collection", visit your PACI office with your passport
Sahel App — English Setup Guide 2026
Sahel (سهل) is Kuwait's official government super-app. Access 40+ services from MOI, PACI, MEW and more — available in English.
- 1Download Kuwait Mobile ID from Play Store or App Store — this is required for login authentication.
- 2Download Sahel — search "Sahel Kuwait" or "سهل".
- 3Open Sahel → tap the language button on the home screen → select English before doing anything else.
- 4Enter your Civil ID number, accept terms, tap Submit.
- 5A notification appears in Kuwait Mobile ID. Open it, authenticate (fingerprint/PIN), tap Approve.
- 6Return to Sahel → tap OK. You are now logged in. Always log out after each session.
- 1Open Sahel → tap Appointments from the bottom bar
- 2Tap Book an Appointment → select Ministry of Interior
- 3Select General Department of Criminal Evidence → tap Biometric
- 4Choose nearest branch, date and time → tap Book
- 5Receive confirmation SMS. Arrive 10 minutes early with Civil ID and passport.
Kuwait Driving License — Expat Guide 2026
Expat licenses valid for 5 years. Minimum salary KD 600/month for a private license. Apply or renew via MOI eServices or Sahel app.

Salary/degree exemptions include: government employees, doctors, engineers, teachers, and spouses/children of Kuwaiti citizens.
- 1Apply via MOI eServices (eservices.moi.gov.kw) or visit your governorate Traffic Department.
- 2Submit documents and pay the application fee. Receive a driving education permit.
- 3Pass a medical fitness test (vision + physical) at a licensed medical center.
- 4Complete theory training at an approved school and pass the QMC computer test (40 questions).
- 5Book and pass the practical driving test via MOI eServices.
- 6Pay the license issuance fee + KD 10 printing fee.
- 7Collect license from the Traffic Department or designated kiosk.
- 1Renew via Sahel app → MOI Services → Traffic → Renew Driving License, or MOI eServices portal.
- 2Your iqama must be valid — driving license renewal is blocked on an expired residency.
- 3Pay online. License renewed for 5 years from renewal date.
- 4Collect from the Traffic Department or authorized collection point.
Kuwait Traffic Fines — Check & Pay Online
Check and pay traffic violations via MOI eServices or Sahel app. Unpaid fines block driving license renewal and can cause airport issues.
- 1Open Sahel app → MOI Services → Traffic → My Traffic Violations. Or visit eservices.moi.gov.kw.
- 2Enter your Civil ID number or vehicle plate to view all outstanding fines.
- 3Select fines to pay → pay online via KNET, Visa, or Mastercard.
- 4Download your payment receipt and keep it for records.
