Step-by-step: how to get a Kuwait driving license (expat)
Verify eligibility & gather documents
Confirm salary (KD 600+), degree, and 2-year residency. Collect: Civil ID, passport copy, 2 photos (blue background), blood group certificate, university degree (attested), valid iqama copy, salary certificate from employer.
Visit your governorate's Maroor (Traffic Department)
Book a Sahel app appointment at your local Maroor office. Submit documents, get eligibility approved, and receive your learner's permit / file number. Pay the application fee.
Complete medical & vision test
Get a medical fitness certificate from an MOI-approved clinic or the Maroor medical unit. Vision test is mandatory — eyeglasses wearers must bring glasses and will have this noted on the license.
Enrol in a licensed driving school
Register with a Ministry of Interior approved driving school. Complete the required practical training sessions on road (roundabouts, parking, highway, lane changing). Most expats need 10–20 sessions depending on prior experience.
Pass the computer theory test (QMC test)

Pass the practical road test at Maroor
The examiner tests: vehicle control, parking (parallel parking is common), roundabout handling, lane discipline, indicators, mirror checks, and safe stopping. Confidence and composure matter. Your driving school should book this via Sahel.
Pay fees & collect your license
After passing both tests, pay issuance fees at Maroor. Collect your license card (valid 5 years for expats). Evening shift (4:00–7:00 PM, Sun–Thu) at Maroor is available for license collection only.
