What Is Domestic Worker Residency in Kuwait?
Article 20 of Kuwait Residence Law No. 17/1959 — explained
Domestic worker residency (locally called Article 20 iqama) is a specific type of Kuwait residence permit issued to household employees — maids, nannies, cooks, drivers, gardeners, and other domestic helpers. It is governed by Article 20 of Kuwait Residence Law No. 17/1959 and regulated by both the Ministry of Interior (MOI) and the Ministry of Social Affairs and Labour (PAM).
Unlike Article 18 (private sector work iqama), a domestic worker's residency is tied directly to the household sponsor (kafeel) — not a company. The sponsor is personally responsible for the worker's welfare, accommodation, conduct, and eventual repatriation.
ℹ️ Key difference from Article 18: Domestic workers cannot transfer their iqama to another employer or household. If the working relationship ends, the worker must exit Kuwait and re-apply on a new visa — unless an exceptional transfer is approved by PAM.

Health Check
Medical Fitness Test — What to Expect
The medical fitness certificate is mandatory for all domestic worker residency applications. It tests for diseases that Kuwait MOH considers grounds for entry refusal.

Annual Renewal
Iqama Renewal — Domestic Workers
Domestic worker iqamas are renewed annually. The renewal process is simpler than the initial application — the KD 200 one-time fee is not paid again.

Pay MOH Health Insurance Renewal
Pay the insurance fee —
currently KD 100 — at
insonline.moh.gov.kw. Check the final amount on the payment screen before paying. This must be done first — the MOI system checks this before allowing renewal.

Check for Outstanding Fines
Log into
eres.moi.gov.kw and check for any fines under the worker's Civil ID. Clear all fines before renewal — MOI will not process renewal with outstanding violations.

Renew via Sahel App
Since June 2026, renewal is done in the
Sahel app under Services → Ministry of Interior → Domestic Workers and Drivers → Renewal (or via
eres.moi.gov.kw Corporate e-services). Pay the Article 20 annual fee via KNET — see the

Renew Civil ID at PACI
After iqama renewal, renew the worker's Civil ID at
paci.gov.kw or via the Sahel app. Fee:
KD 3. Civil ID must be renewed to match the new iqama expiry.
💡 Renew 1–3 months before expiry. Do not wait until the last week — if there are system issues or unpaid fines, you need time to resolve them without accumulating daily overstay fines on the worker's iqama.

🚨 Absconding (Houroob) report: If a domestic worker leaves without the sponsor's knowledge, the sponsor can file an absconding report with the MOI. This triggers a deportation order and entry ban for the worker. However, filing a false absconding report is also a criminal offense — PAM investigates cases where workers claim labor abuse.

What happens if my domestic worker's iqama expires?▼
If the domestic worker's iqama expires without renewal, fines accumulate from the expiry date: KD 2/day for the first month, then KD 4/day after that, up to a maximum of KD 1,200. To renew an expired iqama, you must first pay all outstanding fines via the MOI portal, then proceed with the standard renewal process. The worker should not travel internationally with an expired iqama — they will be stopped at the airport.
How long is the domestic worker iqama valid?▼
The domestic worker iqama is typically issued for 1 to 2 years, but never longer than the worker's health insurance validity. The sponsor is responsible for timely renewal via the Sahel app.
Can my domestic worker stay outside Kuwait for an extended trip home?▼
Only with prior approval. Under Ministerial Decision No. 1410/2026, a domestic worker who stays outside Kuwait for more than 4 months without prior approval from Residency Affairs risks having their residency cancelled. Get approval before the trip, not after.
